Strengthening local governance for climate change adaptation and enhancing synergies with the National Energy and Climate Plan (NECP) and Integrated stormwater management

The Reform and Investment Task Force (SG REFORM) supports EU Member States in implementing reforms that contribute to European Union economic, social and territorial cohesion.

Cyprus has formally adopted a National Adaptation Strategy (NAS), with a recent revision awaiting political approval. However, significant implementation gaps remain at the local government level. Similar challenges affect the implementation of the National Energy and Climate Plan (NECP). Municipalities and local communities currently lack the institutional mechanisms, tools and technical capacity needed to effectively integrate climate adaptation and mitigation considerations into day-to-day governance and urban planning. The project supports Cyprus in strengthening local governance and improving coordination between the NAS and the NECP. Particular attention will be given to integrated stormwater management, helping local and district authorities address climate-related risks in a coordinated, resilient and cost-effective manner.

The project provides technical support to the relevant authorities to facilitate the integration of climate adaptation and mitigation into district and local planning processes. It will strengthen institutional and technical capacities, improve climate risk understanding, support the development of adaptation and mitigation programmes, and promote knowledge sharing and practical implementation through pilot projects and model local plans.
