The aim of these regional roundtable discussions is to bring together the stakeholders who are to contribute to the implementation of the measures in order to clarify responsibilities and lead roles for as many hydromorphological measures as possible and for each participant. These commitments must be documented in writing, and an action plan encompassing the measures of the fourth management plan must be developed in each region. A commitment can generally be understood as a concrete contribution to the realization of the measures as well as further approaches to action, but it is part of the clarification steps at the beginning of the roundtable process. A concrete definition of the nature and scope of this commitment should be developed and agreed upon with the participating authorities at the start of the process. The process also serves, on the one hand, to identify the measures on which there is consensus, and on the other hand, to define the processes, responsible parties, and instruments for conflict resolution for those where this is not the case, in order to begin implementation.
